It's where Claire, the Dragon Tamer lives. She's a Gym Leader who specializes in Dragon-types and the way to Blackthorn City is through the Ice Path which has a lot of sliding puzzles and stuff. It's super cold.

So, it's a little like the Seafoam Islands on the way to Cinnabar Island. Dragon Tamer? She sounds a lot like Lance. { Oh what is being out of the loop.}
